My roofers said they couldn't install the flashing on my chimney because mortar was missing between some of the bricks behind the old flashing. Does that sound right

Yes, that can absolutely happen. We’ve repaired a lot of chimneys in Chesterfield where old flashing was removed by roofers and missing mortar was found underneath. The flashing needs solid mortar joints to be installed properly. If the mortar is missing or falling apart, it usually needs to be repaired before the roofer can finish the flashing work. Otherwise, water can end up getting back into the same area. Roofers run into this more often than most homeowners realize, especially on older chimneys. Once the mortar is repaired, the flashing can usually be installed the way it was intended to be & you should be good to go.
